Dave, I can say from my own experience in leagues that have had usage requirements from 30 -75 %, That 75% achieves the desired result. The rest are pissing

That's why it would be a "dispersal" draft. If you start hanging on to ten or more players there's not going to much movement of anything that's worth it ater

No need to do that. If everyone cut to 7 players and then everyone redrafted the remaining players from the rosters a LOT of the PA problems would be fixed,
