Another example of self promotional spam, it looks like they are using coolTip's Yahoo group to get leads and steal away users, and, that nobody seems to care

... That shouldn't be the case if you're anchoring to the DIV that is scrollable. It should be at a fixed position on the page and stay there as you scroll
