We had similar speed issues here at the Kaysville East FHC It turned out that our ISP was subscribed to over 10 years ago and it was with PAETEC (McCloud USA).

Just to state the obvious: Just note that you can't have anyone else using the Internet connection during the test. Otherwise you get a low reading.
