All I'm fairly sure that QR 'on sell' their spare cable capacity on their NCL cable. So I imagine they could/would do the same on any other ones they have.

Its probably a hangover from the 19th and 20th centuries when railways had to build and maintain their own telecommunication systems for safe working systems.
