I believe your frame may be either a one-off or a refinished frame. Raleigh/Carlton team frames up until 1972 were white with blue panels. I did see one 1973

It is nice, I remember the Mark II's with 68's on them sometimes (maybe those were the earliest? who knows) Perhaps another clue is the older ttt stem?
