Peggy, Very simple fix. Remove the RCA type plug from the Digital Control Center (DCC) "Tormat" socket, check the plug for two wires soldered to the outside

speed control problem is likely the large cap in a can, part of the ferro resonant [Sorenson] voltage regulation of the input voltage. or the DC filter cap.
